If you don't have it already, a very commonly used tool, '7zip' is required to extract the contents of this file as it contains a 7zip(.7z) directory.
Once extracted, run the application EZInvoice/EZInvoice.exe
It will prompt that it is an Untrusted Publisher. You can just click 'more info' and then 'Run Anyway.' I'm in the process of certification in the Microsoft Windows store(free updates for life in exchange for your review).
